International Registration

The International Exchange and Cooperation Center combines the research achivements both from foreign and domestic experts and the University of Macau, through cooperation with local import and export enterprises and professional associations to gradually provide international registration services. Categorizing the registration policies and regulations of various regions, the centre also classifies the products of the in-Park enterprises and of the partners in accordance with the types of traditional medicine, herbal medicine, food supplements, and so forth.


The Centre’s team preliminarily finished the translation and research of the legal documents regarding the registration of herbal medicine and food supplement products of the European Union. The team carried out independently the translation and study of 19 volumes of relevant legal documents and guidance reports, amounting to 597 pages of translation and research. This work established the base for future registration. The team of expert consultants have also gained periodic achievements. On the occasion of the “2016 China (Macau) Traditional Medicine International Cooperation Forum”, the GMTCM Park conferred Mrs. Wang Mei, as Committee member of the European Pharmacopoeia Commission and Mrs. Maria and Mrs. Helena, respectively, as Committee members of the Portuguese Pharmacopoeia Commission, with expert consultant certificates for further support on product registration and research in Portugal and the European Union.


The GMTCMPark organized delegations to visit Portugal, respectively, in November 2015 and June 2016, which provided forestablishment of contacts with competent governmental departments, in charge of regulation on medicine quality control, approval of food supplements and public health management, and defined the preliminary cooperation intentions. The cooperation content was defined with the Institute of Traditional Medicine (IMT) of Portugal and the Portuguese Society of Phytochemistry and Phytotherapy (SPFito). The connections with the local import and export enterprises and the training institutions of traditional Chinese medicine were  established. GMTCM Park signed an agreement with the SPFito, appointing the Society to provide technical support and channel development for the registration and sales of the traditional Chinese medicine and healthcare products in Portugal.


During the two visits, profound discussion and communications were carried out in regard to developing cooperations with the traditional medicine industry in Portugal. The cooperative relations were defined with the relevant departments and professional institutions of Portugal in order to foster the development of international trade service and international registration, and discuss the feasibility of establishing an overseas traditional Chinese medical Center. All these acts aimed at developing the channels for local traditional Chinese medicine training organizations and enterprises of medicine import, as well as seeking of more opportunities for international exchange and cooperation.


In September 2016, the GMTCM Park held a Signing Ceremony and Promotion Conference, in Lisbon,of a Memorandum of Understanding with the General Division of Alimentation and Veterinary and Food Supplement Association  of Portugal in order to promote exchange and cooperation between the GMTCM Park and Portuguese traditional medicine industry, foster product registration and bilateral trade, and assist GMTCM Park in establishing an overseas centre of traditional Chinese medicine in Portugal. After the Signing Ceremony, the Promotion Conference of Development of traditional Chinese medicine in Macao was held to introduce the development situation of TCM in Macao, to promote the outstanding TCM and food supplement products of Macau, to make the industry of traditional Chinese medicine of Macau more influential and to create more business opportunities for both sides.


This Promotion Conference aimed at providing the domestic enterprises and enterprises of Macao of traditional Chinese medicine with opportunities of “Going global” and building the bridge of exchanges to provide better understanding the development of TCM industry in Macau to the enterprises and institutions in Portugal and the European Union.

International Import & Export Trade

The Center of International Cooperation and Exchange paid two visits to Mozambique in 2016, during which the Center visited the Embassy of China in Mozambique, Economic and Commercial Counsellor’s Office, the relevant departments of Ministry of Health, corporates, hospitals, industry associations and academic institutions. Several systematic researches were made based on the current situation of local public medical services, development level of traditional medicine industry, traditional medicine products and market situation. Meetings were held with the local agents of medical products and the Confederation of Economic Associations of Mozambique (CTA) so as to exchange views about the local market potential and prospects of traditional herbal medicine and food supplements, serving as the Center of International Cooperation and Exchange’s next step towards establishing the base for developing import and export trade in Mozambique and African Portuguese-speaking countries.


In May of 2016, the Center of International Cooperation and Exchange of the Park went to Beijing for the Sino-African Productive Capacity Cooperation - Presentation Session of Business Opportunities in Mozambique and gave a keynote speech on “Reflections on taking Macau as the bridge to promote the productive capacity of China and Mozambique in the industry of traditional medicine” in order to further promote the exchanges among Macao, GMTCM Park and Mozambique. Moreover, it was put forward that the Government of Macau Special Administration Region would serve as an important carrier, through the International Cooperation and Exchange Platform  of GMTCM Park, ranging from legal support, professional training, technical cooperation, productive capacity import, and so on, to strengthen the industry base of traditional medicine of Mozambique and improving the R&D and technical level. The parties will jointly guide the implementation of projects to make full use of the local resources of Mozambique and push forward the prospects of productive capacity of traditional medicine cooperation of both parties. 


Moreover, the GMTCMPark signed the cooperation agreement with the Ministry of Health of Mozambique at the “2016 China (Macau) Traditional Medicine International Cooperation Forum” held in July of 2016. On the basis of this agreement and cooperative relations, both parties continue to foster the collaboration in the areas of technical support, training in traditional Chinese medicine, promotion of traditional Chinese medicine culture, and establishment of traditional Chinese medical institutions, and so on.

International Conference and Exhibition

The Center of International Cooperation and Exchange has the capacity to hold and co-organize professional technical forums in Traditional Chinese Medicine, international exchange forums for Traditional Medicine, and so on, and actively participates in the cultural exchange events of traditional Chinese medicine organized by Government and professional institutions in order to promote the international dissemination of Traditional Chinese Medicine, foster the exchange and cooperation among the experts and scholars of the world, R&D institutions, and associations in the field of traditional medicine industry.

(1)2015 Traditional Medicine International Cooperation Forum

The GMTCM Park and the Institute of Traditional Medicine (IMT) of Portugal coorganised the first “Traditional Chinese Medicine Science and Technology Industrial Park of Cooperation between Guangdong and Macau Traditional Medicine International Cooperation Forum 2015”. This Forum gathered experts in the field of traditional medicine from China Mainland, Hong Kong, Portugal, Brazil, Angola and Mozambique, and representatives of outstanding enterprises of traditional medicine, totalling over 150 participants. At the same time, GMTCM Park signed a Memorandum of Understanding regarding “Center of International Cooperation and Exchange” for strategic partnership, respectively, with the Institute of Traditional Medicine of Portugal and Sino-Brazilian Cultural Exchange Association, and also the Memorandum of Understanding with PuraPharm (Hong Kong) Health Products Company, Ltd. as a corporate partnership.


This Traditional Medicine International Cooperation Forum was the first innovative act of the GMTCM Park to push forward the internationalisation of traditional Chinese medicine, aiming at giving full play to its advantages as an Exchange and Trade Platform of International Healthcare Industry by taking Portuguese-speaking countries as breakthrough points, to provide the government departments, academic institutions of scientific research and enterprises with the opportunities of face-to-face exchanges and allowing pharmaceutical enterprises of Mainland China and Macau to understand the market demands and situation of the Portuguese-speaking countries and their extended markets. At the same time, by establishing the International e Cooperation and Exchange Platform and taking the Portuguese-speaking countries as the breakthrough points, the cooperation can be developed gradually and reach other regions, such as the Association of Southeast Asian Nations, the European Union, and so on. In line with this, by various means, it can help domestic enterprises to go global, in the areas of international registration of traditional Chinese medicine and trade service of import & export, while  assisting international enterprises to enter the Chinese market so as to promote the mutual development of traditional medicine and act as promoter in pushing forward the strategy of the Belt and Road Initiative in the field of traditional medicine. 


(2)2016 China (Macau) Traditional Medicine International Cooperation Forum
The GMTCM Park, Nam Kwong (Group) Company Limited, the Center of Exchange and Cooperation of Traditional Chinese Medicine to Taipei, Hong Kong and Macau of State Administration of Traditional Chinese Medicine of China, and the Administration of Traditional Chinese Medicine of Guangdong Province, held the “2016 China (Macau) Traditional Medicine International Cooperation Forum” on 28 July 2016, accounted for around 600 experts of traditional medicine and executives of reowned pharmaceutical companies from four regions across the Straits, the U.S.A, Portugal, Netherlands and Thailand. The Forum was held  in line with the“13th Five-Year Plan” national general plan for overseas development of traditional Chinese medicine and carried out various exchanges and discussions on international exchange and cooperation in Traditional Chinese Medicine under the “Belt and Road” Initiative.


The GMTCMPark signed agreements with the Ministry of Health of the Republic of Mozambique (MISAU), Brazilian School of Chinese Medicine (EBRAMEC) and Portuguese Society of Phytochemistry and Phytotherapy (SPFito) at the Forum. This will gradually integrate the industrial resources of  the GMTCM Park, and establish a solid base to promote technology research and development in traditional medicine, international exchange and training, international registration, trade in services, and so forth, in order to give full support to the in-Park enterprises to go global and increase the overall capacity of GMTCM Park.

Dissemination and Promotion of Traditional Chinese Medicine Culture 

The International Exchange and Cooperation Centre takes the advantages of its international platform and paid multiple visits to 16 countries and 12 domestic cities since 2013, and promotes the traditional Chinese medicine and the project of the Industrial Park, aiming at spending more efforts on the popularisation of traditional Chinese medicine culture and knowledge by giving full play to the resources of traditional Chinese medicine culture and geographical advantages of the Industrial Park.

The Center of International Cooperation and Exchange makes us of the advantages of  an international platform and conducted multiple visits to 16 countries and 12 domestic cities since 2013 to promote the traditional Chinese medicine and the projects of the GMTCM Park, aiming at dedicating more efforts to the familiarization of traditional Chinese medicine culture and knowledge, by giving full play to the resources of traditional Chinese medicine culture and geographical advantages of the GMTCM Park.


Main Events:
(1)The Center of International Cooperation and Exchange’s Visits to Europe
In June 2016, the Center visited the Laboratory of Biological Medicine of Leiden University, Biotechnology Park of Leiden, West Holland Foreign Investment Agency, “Sino-Czech Traditional Chinese Medicine Centre” in the Hospital of Hradec Kralove University of Czech, General Division of Health of Portugal, Central Association of Health System and General Division of Alimentation and Veterinary of Portugal, School of Chinese Medicine of Lisbon, Dr. Pedro Choy College of Chengdu University of Traditional Chinese Medicine, Portuguese Society of Phytochemistry and Phytotherapy, Institute of Traditional Medicine of Portugal, among others. The Center also had meetings and discussions about the promotion and familiarization of traditional Chinese medicine culture, establishment of the overseas center of traditional Chinese medicine, cooperation in traditional medicine and healthcare industry with the government departments in public health sector from Portugal.


Through this visit, the GMTCM Park deepened its understanding of the current situation and prospects of traditional Chinese medicine in European countries, and explored preliminarily the target of establishing the overseas center of traditional Chinese medicine, as well as strengthened the cooperations with the government departments in the public health sector of Portugal. The Center also explored the cooperation models together with the Laboratory of Biological Medicine of Leiden University, Biotechnology Park of Leiden, West Holland Foreign Investment Agency, the education institutions of Traditional Chinese Medicine, Society of Phytochemistry and Phytotherapy, import and export enterprises, and deepened the promotion of the traditional Chinese medicine culture.

International Training

The Center of International Cooperation and Exchange will integrate government support, expert resources of traditional Chinese medicine, and resources of institutes of higher education from the traditional Chinese medicine industry and hospitals of traditional Chinese medicine, to hold and coorganie the training courses for talents of traditional Chinese medicine and the relevant fields, such as theories and practices of traditional Chinese medicine, diagnostics and therapies of traditional Chinese medicine. The general and professional training that target different trainees will be developed accordingly, towards promoting exchanges and learning both in Mainland China and abroad in traditional Chinese medicine field.

(1)Seminar on Co-operation in Traditional Medicine in Portuguese-speaking Countries

The Center coorgnised the “Seminar on Cooperation in Traditional Medicine  in Portuguese-speaking Countries” held by the Permanent Secretariat of Forum for Economic and Trade Co-operation between China and Portuguese-speaking Countries (Macau) from 17 July 2016 to 1 August 2016. This Seminar invited renowned experts and scholars, including the members of the research team of Mrs. Tu Yoyo, the Nobel Prize winner, to provide 25 officials and technicians from 6 countries with the professional theoretical courses in traditional medicine, visits and practices.


During this seminar, the students not only experienced the traditional Chinese medicine culture, such as acupuncture, Tui Na, cupping therapy, and so forthe, but also studied systematically the theories of traditional Chinese medicine and practices in real life. Students carried out visits to government departments of public health, universities, institutes of scientific research, hospitals, pharmacies, clinics, traditional medicine industry platform, medical institutions, and cultural facilities of traditional Chinese medicine in Macau, Zhuhai and Guangzhou.


By coorganizing of this event, the Center of International Cooperation and Exchangenot only officially commenced the training work, at international level but also deepened the exchanges in traditional medicine between China and Portuguese-speaking countries and promoted the endorsement of traditional medicine culture and technology worldwide.


(2)Ministery of Health of Mozambique - Guandong-Macau Traditional Chinese Medicine Technology Industrial Park 2016 Traditional Chinese Medicine Overseas Training Course

To strengthen the cooperation with the Ministry of Health of Republic of Mozambique (MISAU) and promote the TCM culture, products and therapies in Mozambique, the Ministry of Health of Mozambique and GMTCM Park held overseas training courses in Traditional Chinese Medicine in Mozambique from 27 September 2016 to 11 October 2016. The Center invited members from Commission of Gynaecology of Traditional Chinese Medicine of World Federation of Chinese Medicine Societies, and the experts from the GMTCM Park’s partner, i.e. Institute of Traditional Medicine of Portugal, to give lessons to 25 local doctors. The courses covered history and culture of traditional Chinese medicine, fundamental theories, meridians and collaterals, acupoints, ache in joints, therapies (including cupping therapy, Tui Na, skin scraping, etc.) and the clinic practices.


The GMTCM Park hopes that through this training, the products and therapies of traditional Chinese medicine can be familiarized locally in Mozambique. At the same time, the GMTCM Park aimed to make the training courses regular and acceed to other overseas regions in order to promote traditional Chinese medicine culture and products and also establish a base for international registration and trade in medicine, at a later stage.

Seminar on Co-operation in Traditional Medicine between China and Portuguese-speaking Countries co-organised by the  Centre of International Cooperation and Exchange of Traditional Chinese Medicine Science and Technology Industrial Park of Co-operation between Guangdong and Macau
